Cold weather can cut an electric vehicle's range by about 20%, according to tests by the Automobile Federation. It also takes longer to charge an EV in cold weather than in warm weather. Running the cabin heater, seat heaters, defrosters, and other things that help keep the car warm all use up range.
If you think the weather where you live might be too bad for an electric car, think about a hybrid car. You will be able to use electric power around town and for short commutes, but you will still have the safety net of an internal combustion engine.
